SB114 - Optometrist Practice Scope Definition

• Defines "practice of optometry" to include examination, diagnosis, treatment, and prevention of conditions affecting the human eye and adjacent structures, including the conjunctiva, lids, lashes, and lacrimal system.

• Authorizes optometrists to prescribe and administer pharmaceutical agents for eye treatment, including narcotic analgesics (except Schedule I and II drugs and hydrocodone) and steroids, with Schedule III agents limited to 96-hour prescriptions.

• Permits optometrists to use diagnostic and therapeutic instruments utilizing laser or ultrasound technology and to perform ophthalmic surgery procedures, excluding 14 specifically prohibited surgeries such as retinal procedures, corneal transplants, cataract surgery, and general anesthesia procedures.

• Establishes the Alabama Board of Optometry's sole authority to determine what constitutes the practice of optometry and to exercise enumerated regulatory powers including licensing, examinations, continuing education standards, and disciplinary authority.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
