Grant a 2 percent salary increase to all state employees, classified and unclassified service employees, hourly employees, judicial personnel, legislative personnel, and county health department employees effective the first pay day on or after October 1, 2019.

Exclude local supplements for judges, salaries tied to state employees, appellate judges, and any Merit System or hourly employees covered by labor agreements or contracts from the cost-of-living increase.

Direct the State Personnel Department Director to revise pay plan schedules and coordinate with the State Comptroller, Administrative Director of Courts, and legislative leadership to implement the 2 percent increase across all affected entities.

Require appropriations for the increase to be included in the annual budget act rather than making direct appropriations in this bill.

Effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
