SB125 Summary

• Implements Alabama Juvenile Justice Task Force recommendations by substantially revising the juvenile justice system, including expansion of early interventions and development of statewide detention risk assessment and risk and needs assessment tools.

• Removes fines and court costs assessment against children while allowing such assessments against parents, and establishes standards for informal adjustments and video detention hearings.

• Creates the Juvenile Justice Reinvestment Fund administered by the Department of Youth Services to reinvest averted costs from reduced youth placements into local community-based programs and evidence-based services.

• Requires local boards of education to develop multi-disciplinary agreements addressing school-based offenses and early warning truancy prevention programs prior to court involvement.

• Provides courts discretion in requiring juvenile sex offenders to comply with sex offender registration requirements and establishes eligibility criteria for Department of Youth Services placement based on offense classification and prior adjudications.
