SB132 Summary

• Creates the Emergency Missing Veteran Alert Program, a statewide alert system similar to Amber Alerts that issues "Green Alerts" when veterans or active service members are reported missing and at risk of bodily harm or death.

• Requires the Alabama State Law Enforcement Agency to develop and implement the system as state coordinator, with mandatory participation by all local law enforcement agencies and voluntary participation by broadcasters.

• Activates alerts when a veteran is reported missing and investigation shows the person is at risk of bodily harm or death with sufficient descriptive information to aid in locating them.

• Directs the agency to issue alerts via email and fax to media, post photographs on the agency website, and may include advisories about Post-Traumatic Stress Disorder or other invisible injuries when appropriate.

• Provides limited immunity from civil liability for entities and individuals disseminating alerts unless conduct is unreasonable, wanton, willful, or intentional; becomes effective on the first day of the third month following passage and approval.
