Adds Section 15-27-2.1 to the Code of Alabama 1975 to permit youthful offenders to petition for expungement of their criminal records once they are no longer eligible to apply for youthful offender status.

Allows petitions for expungement to be filed in the criminal division of the circuit court in the county where charges were originally filed.

Prohibits expungement of criminal records for youthful offenders adjudicated of violent offenses (Section 12-25-32), sex offenses (Section 15-20A-5), or driving under the influence (Section 32-5A-191).

Requires youthful offenders seeking expungement to comply with all procedures and requirements in Sections 15-27-3 to 15-27-20 relating to criminal record expungement.

Takes effect on the first day of the third month following passage and gubernatorial approval or the date it otherwise becomes law.
