• Revises the medical advisory panel of the Alabama Athletic Commission to include two licensed sports medicine physicians instead of one, while maintaining representation in neurology, ophthalmology, and general medicine.

• Establishes drug testing procedures for competitors in boxing, wrestling, and mixed martial arts using World Anti-Doping Agency standards, including both in-competition and out-of-competition testing with secondary specimen confirmation options.

• Authorizes the Alabama Athletic Commission to issue temporary licenses to applicants who apply less than 30 days before participating in a scheduled, sanctioned event.

• Sets penalties for drug testing policy violations at suspension of licensure, civil fines up to $25,000, and forfeiture of up to 15 percent of purse for each violation.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
