• Amends Alabama's Mandatory Liability Insurance Law to update definitions including commercial automobile liability insurance policies, director title change to Secretary of the Alabama Law Enforcement Agency, and online insurance verification systems.

• Eliminates the four-month suspension period for second and subsequent violations; vehicle registration is now revoked immediately when insurance lapses instead of being suspended after four months.

• Allows registrants to voluntarily surrender vehicle registration and license plates within 30 days of department notice if the vehicle is inoperable or being stored without liability insurance coverage.

• Increases the Special Licensing Officials' Fund cap from $10,000 to $25,000 and changes the remittance deadline from the 10th to on or before the 20th day of the month following collection; changes retained fee percentage from 10% to 15%.

• Extends mandatory insurance requirement period from three registration years to two registration years for second violations, and updates reinstatement fee appeal process to reference Alabama Tax Tribunal instead of administrative law judge.
