SB191 Summary

• Establishes the Alabama Forfeiture Information Reporting Act requiring state, county, and municipal law enforcement agencies to report all property seized for forfeiture to the Alabama State Law Enforcement Agency's uniform crime reporting system.

• Mandates reporting of 12 specific data points including seizure date and location, property description, suspected criminal activity, arrest information, civil case numbers, claimants, property disposition, and entities receiving forfeited property.

• Requires civil asset forfeiture funds to be maintained on separate budget line items and deposited into audited accounts; expenditures may only come from designated forfeiture line items.

• Mandates the Alabama Criminal Justice Information Center Commission submit an annual report by February 1 to legislative leadership and the Governor summarizing seizure and forfeiture activity, including property types, values, dispositions, and proceeds received.

• Sections 1 and 2 become effective immediately upon approval; remaining sections become effective October 1, 2019.
