• Appropriates $927,147 from the Education Trust Fund to Talladega College in Talladega, Alabama for fiscal year ending September 30, 2020.

• Requires an operations plan for fiscal year 2020 with goals and measurable performance indicators and an audited financial statement for fiscal year 2018 to be submitted to and approved by the Director of Finance before funds are released.

• Mandates quarterly reports comparing actual expenditures and accomplishments to planned expenditures and accomplishments.

• Requires an end-of-year performance report for fiscal year 2020 documenting work accomplished, services provided, and costs with meaningful measures of program effectiveness.
