• Requires at least $2,000,000 of the appropriation to be expended for agricultural research and extension service state match.

• Conditions fund release on submission of a fiscal year 2020 operations plan with measurable performance indicators and an audited financial statement for fiscal year 2018, both requiring Director of Finance approval.

• Mandates quarterly reports comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report documenting work accomplished, services provided, and program effectiveness measures to be submitted to the Director of Finance and Legislative Council.
