AL SB211

Makes abortion and attempted abortion felony offenses in Alabama, with abortion as a Class A felony and attempted abortion as a Class C felony.

Permits abortion only when a physician determines it is necessary to prevent serious health risk to the mother, with confirmation by a second physician within 180 days (except in medical emergencies).

Excludes from the definition of abortion procedures for ectopic pregnancies, lethal fetal anomalies, or to preserve the mother's health.

Provides that women who receive abortions and physicians confirming medical necessity are not subject to criminal or civil liability.

Becomes effective six months after passage and approval by the Governor.
