SB220 Summary

• Proposes a constitutional amendment to establish a statewide Alabama Lottery, amending Section 65 of the Alabama Constitution of 1901.

• Authorizes sale of paper lottery tickets for intrastate and multistate games, instant tickets, and electronic tickets for non-instant games, while explicitly prohibiting video lottery terminals, mobile/Internet-based games, and casino-style games.

• First directs lottery proceeds to pay all operating expenses and prizes, then to repay transfers made to the State General Fund in fiscal years 2013-2015, with remaining proceeds split equally between the State General Fund and the General Fund Budget Reserve Fund (until reaching 10% of General Fund appropriation).

• Once budget reserve reaches 10%, remaining proceeds go to the Lottery Trust Fund until it reaches 10% of General Fund appropriation, after which all remaining proceeds go to the Alabama Trust Fund.

• Requires the Legislature to enact implementing legislation and sets the constitutional amendment election for March 3, 2020; does not affect pari-mutuel betting or charity bingo authorized prior to January 1, 2005.
