• Limits municipal police jurisdiction outside corporate limits to the territory within police jurisdiction on the effective date of the act, preventing future expansion.

• Requires municipalities to provide 30-day notice before enforcing ordinances adopted after September 1, 2015 in police jurisdictions, with notice submitted to Atlas Alabama state website when available at no cost.

• Restricts municipal planning commissions to only exercise jurisdiction within corporate limits or existing police jurisdiction if the municipality is exercising authorized powers as of the act's effective date.

• Prohibits municipalities from levying new sales and use taxes, business license taxes, or other fees in police jurisdictions after the act's effective date unless previously levied, and requires special audits to ensure collected funds are expended in the police jurisdiction.

• Allows municipalities to eliminate police jurisdictions immediately and provides liability protections for municipalities and their officials regarding elimination of police jurisdiction services.
