Authorizes municipalities in Alabama incorporated after 1990 to exercise zoning authority within their police jurisdiction if another municipality in the same county already has such zoning authority.

Permits affected municipalities to divide their police jurisdiction into business, industrial, and residential zones or districts and adopt necessary ordinances to implement and administer zoning regulations.

Protects existing property uses by allowing owners to continue current uses until they seek to change the property's use, notwithstanding new zoning ordinances.

Establishes a dispute resolution process for overlapping police jurisdictions where a three-person panel consisting of both mayors and the county commission chair resolves zoning conflicts.

Becomes effective immediately upon passage and gubernatorial approval, with all zoning authority subject to Chapter 52 of Title 11, Code of Alabama 1975.
