AL SB238

Allows the Speaker of the House of Representatives, President Pro Tempore of the Senate, Chairs of the House and Senate Judiciary Committees, or the Legislative Council to file an amicus curiae brief without court permission in any appeal before the certificate of judgment is issued.

Requires all amicus briefs under this authority to be prepared and filed exclusively by staff of the Legislative Services Agency.

Limits amicus briefs filed under this provision to civil cases only.

States that the act supersedes any inconsistent appellate procedure rules adopted by the Alabama Supreme Court, pursuant to Section 150 of the Alabama Constitution.

Became effective immediately upon passage and gubernatorial approval (passed Senate 30-0 on May 7, 2019).
