Prohibits local units of government (counties, municipalities, and local taxing entities) from adopting or enforcing ordinances that regulate, prohibit, restrict, or impose fees or taxes on auxiliary containers including plastic bags.

Defines "auxiliary containers" as bags, cups, bottles, or packaging made from materials such as cloth, paper, plastic, cardboard, aluminum, or glass that are designed for transporting merchandise, food, or beverages from retail or food service facilities.

Permits curbside recycling programs, designated recycling locations, and commercial recycling programs to continue operating without restriction.

Allows local governments to maintain littering ordinances and regulate auxiliary container use on government-owned property.

Takes effect on the first day of the third month following passage and gubernatorial approval.
