Amends Section 29-1-2.5 of the Code of Alabama 1975 to authorize the Permanent Legislative Committee on Reapportionment to intervene in any legal action contesting the validity of redistricting or reapportionment plans for state legislative chambers, U.S. Congress, State Board of Education, or other statewide plans.

Maintains existing requirement that all legal actions challenging redistricting or reapportionment plans must be commenced in the Circuit Court of Montgomery County.

Expresses legislative intent that the Permanent Legislative Committee on Reapportionment seek intervention in federal court actions contesting redistricting or reapportionment plans as appropriate to protect and assert the committee's interests.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
