SB25 Summary

• Eliminates the requirement that licensed physical therapists obtain a referral from a physician, dentist, chiropractor, physician assistant, or certified registered nurse practitioner before performing physical therapy.

• Allows licensed physical therapists to perform initial evaluations, consultations, and screening services without a referral, and to provide full physical therapy services directly to patients.

• Maintains existing exceptions for physical therapy provided to children with developmental disabilities, home health care patients, nursing home patients, and wellness/injury prevention settings.

• Allows physical therapists to continue treating patients for previously diagnosed conditions (diagnosed within 90 days) without a referral, provided the therapist notifies and submits a care plan to the diagnosing health care provider within 15 days.

• Takes effect on the first day of the third month following passage and approval by the Governor.
