SB254 - Roderic Deshaun Scott Seat Belt Safety Act

• Amends Alabama Code Section 32-5B-4 to require all occupants (not just front seat occupants) of passenger cars manufactured with safety belts to have belts properly fastened when the vehicle is in motion.

• Makes violations of seat belt use in rear seats a secondary violation that can only be cited after a lawful stop for another traffic violation.

• Exempts child passengers covered under Section 32-5-222, persons with physician-issued medical exemptions, rural postal carriers, newspaper/mail delivery personnel, occupants of pre-1965 vehicles, and passengers in vehicles that normally operate in reverse.

• Designates an adult occupant in violation as the proper person to be charged with the violation.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
