SB259 Summary

• Fort Payne city council elections shall not designate seats by place number or similar method, maintaining at-large election system.

• In initial elections with more than five candidates, the top 10 candidates advance to a runoff where the five with the highest votes are elected.

• If fewer than five candidates achieve a majority in initial voting, a runoff election is held with twice the number of open positions participating.

• Council vacancies exceeding 24 months are filled by special election; vacancies within 24 months of quadrennial elections are filled by council appointment within 30 days.

• Act becomes effective immediately upon passage and Governor approval.
