Establishes a streamlined permitting process with 60-day approval for collocation on existing structures and 90-day approval for new or replacement poles; applications deemed approved if authority fails to decide within 20-day extension period.

Sets fee caps including application fees of $500 for up to 5 facilities ($100 per additional facility), annual right-of-way rates not exceeding $100 per facility, and $40 per year for pole collocation.

Prohibits authorities from imposing exclusive arrangements, requiring unrelated services or in-kind contributions, imposing moratoriums, or limiting deployments based on horizontal separation distances between facilities.

Requires wireless providers to maintain insurance, indemnify authorities against negligence-related claims, comply with applicable building codes, and remove abandoned facilities within 90 days of notice or face penalties up to $500 and permit suspension.
