• Adds Section 28-3A-20.3 to the Code of Alabama 1975 to authorize the ABC Board to issue licenses for wine festivals to responsible organizations or licensed wineries.

• Requires wine festival license applications to be submitted at least 25 days in advance of the event on a form provided by the ABC Board.

• Authorizes wine manufacturers to dispense tastings and sell table wine at festivals for on-premises or off-premises consumption to patrons, guests, or organization members.

• Limits off-premises wine sales to one case per customer per day, defined as the equivalent of 12 750-milliliter bottles, which must be sealed, labeled, packaged, and taxed according to state and federal law.

• Prohibits wine sales on Sundays after 2:00 a.m. and becomes effective on the first day of the third month following passage and gubernatorial approval.
