SB271 Summary

• Allows currently licensed craft breweries (producing less than 1,500 barrels annually) and craft wineries (producing less than 24,000 gallons annually) to obtain a wine direct shipper permit from the Alcoholic Beverage Control Board.

• Permits direct shipment of limited quantities to Alabama residents age 21+ in wet counties and municipalities for personal use only: up to 24 cases of beer (288 ounces per case) or 24 cases of wine (9 liters per case) annually per household.

• Requires $100 filing fee and $50 annual renewal fee; shippers must collect and remit all state and local sales, use, and excise taxes, and allow audits by the board and Department of Revenue.

• Makes direct shipment of beer or wine without a permit a Class C misdemeanor; prohibits shipment to dry counties/municipalities, licensed premises, or for resale.

• Takes effect on the first day of the third month following passage and approval.
