Amends Section 41-29-240 of the Code of Alabama 1975 to modify the appointment structure of the Alabama Small Business Commission, which operates under the Office of Small Business Advocacy.

Transfers appointment authority for most commission members from the Governor to the Lieutenant Governor, while adding new positions appointed by the Speaker of the House and President Pro Tempore of the Senate.

Adds four new commission positions: one from the service, hospitality, and tourism sector (Speaker appointment), one House member (Speaker appointment), one manufacturing sector member (Senate President Pro Tempore appointment), and one Senate member (Senate President Pro Tempore appointment).

Requires the commission to prepare and submit annual reports to each appointing authority by December 31 of each year, rather than only to the Governor.

Effective on the first day of the third month following passage and gubernatorial approval.
