SB280 Summary

• Amends Section 32-5B-4 of the Code of Alabama 1975 to expand seat belt requirements from front seat occupants only to all occupants of passenger cars manufactured with safety belts while the vehicle is in motion.

• Exempts children under age 15 (governed by Section 32-5-222), persons with physician-certified medical reasons, rural mail carriers, newspaper/mail delivery drivers, passengers in pre-1965 vehicles, and passengers in vehicles that normally operate in reverse.

• Names the act the "Roderic Deshaun Scott Seat Belt Safety Act."

• Bill is excluded from constitutional Amendment 621 requirements regarding local expenditures because it defines a new crime or amends an existing crime definition.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
