SB281 Summary

• Changes the Governor's role on the Alabama State University Board of Trustees from ex officio president to ex officio member, allowing the board membership to elect its own president and president pro tempore.

• Removes language requiring specific non-minority and minority representation quotas on the board while maintaining the requirement that at least one-half of board members be from the prevailing minority population of the state.

• Establishes procedures for board meetings including regular meetings on first Thursdays in May and November, special meetings called by the board president, and emergency meetings that may be called by the president, president pro tempore, or three board members.

• Allows board members to participate in meetings via telephone conference, video conference, or similar equipment, with requirement that a majority of quorum be physically present at the noticed location to conduct business.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
