Reduces the pistol permit fee in DeKalb County from $25 to $15, collected by the county sheriff.

Establishes a $1 fee for pistol permits issued to persons aged 62 or older or active duty first responders.

Defines "active duty first responder" as state and local law enforcement officers, fire department personnel, and emergency medical personnel who are actively employed or on active volunteer status.

Requires all pistol permit fees to be deposited into a sheriff's fund used exclusively for law enforcement purposes and sheriff's office operations.

Becomes effective immediately upon passage and approval by the Governor.
