SB301 Summary

• Requires absentee ballot applicants to submit a copy of valid photo identification with their application, with exceptions for those applying eight or more days before the election.

• Expands eligibility for absentee voting to include caregivers for family members confined to their homes, incarcerated individuals not convicted of felonies involving moral turpitude, and those responding to state emergencies.

• Extends the deadline for receipt of absentee ballots to allow postmarking on election day and receipt by mail no later than noon on the seventh day following the election for certain voters under federal law (UOCAVA).

• Removes the requirement that absentee election managers post lists of absentee ballot applications in public places and directs unused ballot materials to be returned to county sheriffs instead of the Secretary of State.

• Repeals Section 17-9-51 and becomes effective August 1, 2019.
