Provides a one-time two-step salary increase effective October 1, 2019, for all Department of Corrections employees in the correctional officer classification series, within established pay ranges.

Allows certain Department of Corrections officers and employees requiring peace officer certification to receive payment for accrued and unused annual leave hours in excess of 480 hours, up to a maximum of 80 hours per year.

Expands the bonus incentive program to include payments for additional training achievements and career milestones, with specific bonuses ranging from $1,500 to $2,625 for correctional officer positions.

Increases the maximum total bonus payment per employee from $3,500 to $7,500 and establishes December 31, 2025, as the final date for bonus payments under the program.

Requires the Department of Corrections to report annually to legislative committees on the number and amount of bonuses paid under the program.
