• Renames "emergency certificates" to "urgent certificates" for teachers issued when certified teachers are unavailable.

• Extends the validity period of urgent teaching certificates from one year to two years, with the ability to be renewed twice for a maximum validity of six years.

• Updates Code of Alabama sections 16-3-16, 16-23-3, 16-23-16.1, and 16-24C-3 to reflect terminology changes from "emergency" to "urgent" certificates throughout education code provisions.

• Clarifies that time served under an urgent certificate shall not be counted toward continuing service status.

• Takes effect immediately upon passage and approval by the Governor.
