SB311 Summary

• Amends Section 16-6F-10 of the Alabama School Choice and Student Opportunity Act to require the Department of Education to provide local revenue projections for charter school applicants before the application deadline.

• Requires charter schools to receive the same amount of state funds per student as traditional public schools, including Foundation Program allocations and earmarked funds for transportation, nurses, and technology coordinators based on student grade level and needs.

• Specifies that charter schools receive the same local tax revenue per student that would have been allocated to the student's home school system, excluding funds already earmarked for debt service, capital expenditures, or transportation.

• Limits maximum annual local tax allocation for start-up charter schools to the per-student portion of the state-required 10 mill ad valorem match, while conversion charter schools receive amounts equal to what the home district would have received.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
