• Amends Alabama Code to add definitions for shared micromobility devices (bicycles, scooters, skateboards, hoverboards, and similar devices) and shared micromobility device systems (short-term rental services).

• Requires shared micromobility device system operators to obtain authorization or permission from the applicable county or municipality before operating on public highways or bikeways.

• Riders of shared micromobility devices receive all rights and duties of bicycle riders, except they cannot park devices on sidewalks in ways that impede pedestrian movement or violate parking regulations.

• Mandates shared micromobility device system operators maintain commercial liability insurance with minimum coverage of $1,000,000 per occurrence for bodily injury and property damage.

• Exempts shared micromobility devices from motor vehicle registration, insurance, license plates, operator licenses, and title requirements; permits counties and municipalities to impose additional safety, maintenance, age, and operational regulations.
