SB317 Summary

• Amends Code of Alabama sections 41-9-541, 41-9-542, 41-9-544, and 41-9-545 to modify the Governor's Mansion Authority's structure and operations.

• Changes the authority composition from mandatory to discretionary regarding acquisition of adjacent properties and clarifies the Governor's Mansion Complex boundaries on North Cromwell Street, East South Perry Street, South Finley Avenue, and West South Court Street.

• Reorganizes the authority's membership by replacing the "Technical Staff of the Alabama Building Commission" with the "Division of Construction Management of the Department of Finance" and clarifies the Governor or Governor's spouse appointment procedure.

• Creates an executive committee composed of three members appointed by the Governor with authority to exercise all powers of the authority on its behalf, required to submit annual activity reports by October 1.

• Establishes the Governor's Mansion Preservation Fund in the State Treasury to receive fees, gifts, donations, grants, and appropriations, with deposited funds remaining in the preservation fund rather than reverting to the General Fund.
