Authorizes the judge of probate in Coosa County to charge and collect fees up to $1.50 or the equivalent of regularly established photocopy fees, whichever is greater, for remote access of probate records.

Requires collected fees to be deposited into a special fund called the Probate Recording Fund.

Permits the judge of probate to disburse fees from the fund for records retention, archiving, reconstruction, preservation, maintenance (including scanning and photocopying), equipment purchases and operation, and protection from environmental decay and damage.

Requires the Department of Examiners of Public Accounts to audit all fees in the fund using the same procedures as other funds.

Becomes effective on the first day of the third month following passage and approval by the Governor.
