• Grants operators a superior lien on occupant property for unpaid rent, late fees, labor, and other charges, with the lien attaching when property is placed in the storage space.

• Requires operators to provide occupants with at least 20 days' written notice before conducting a lien sale and mandates publication of sale advertisements at least 7 days prior, with reduced requirements for property valued at $500 or less.

• Permits operators to deny access to units, enter for inspections or repairs (without notice in emergencies), and tow vehicles or watercraft after 60 days of nonpayment without liability for damage.

• Allows late fees of $20 monthly or 20% of monthly rent (whichever is greater) and applies to all rental agreements entered into, extended, or renewed after October 1, 2019.
