• Amends Section 12-17-140 of the Code of Alabama 1975 to expand eligibility for supernumerary status among circuit clerks.

• Allows circuit clerks elected or appointed prior to November 8, 2016 with 18 years of service to elect supernumerary status by filing a written declaration with the Administrative Director of Courts at least 30 days in advance.

• Supernumerary status eligibility previously required either 12-15 years of service with age requirements, 10 years of continuous service at age 70 or older, or disability qualification; this bill adds the 18-year service alternative without age restrictions.

• The Secretary of State must issue a supernumerary commission upon the Administrative Director of Courts' determination that the applicant meets the qualifications.

• Effective on the first day of the third month following passage and gubernatorial approval or automatic enactment.
