Prohibits discrimination in hiring, promotion, discipline, or termination of state employees and prospective state employees based on race, color, religion, national origin, ethnicity, sex, sexual orientation, gender identity or expression, disability, or age.

Requires discriminated employees or prospective employees to file complaints with the State Personnel Department rather than pursue private legal action.

State Personnel Department may adopt rules under the Administrative Procedure Act to implement the anti-discrimination provisions.

Explicitly bars state employees and prospective state employees from filing private lawsuits or seeking civil damages and penalties against the state or individual state employees for violations.

Effective on the first day of the third month following passage and gubernatorial approval.
