Amends Section 16-64-4 of the Alabama Code to increase the distance threshold for granting resident tuition rates to nonresident students from 50 miles to 275 miles from campus.

Applies to four-year public institutions of higher education and Athens State University, which retain the power to extend resident tuition rates to students residing within 275 miles of a campus.

Maintains the 50-mile threshold for public two-year institutions (excluding Athens State University), with the Board of Trustees of the Alabama Community College System retaining authority to grant resident rates.

Preserves existing provisions allowing governing boards to set tuition rates for distance learning programs delivered to students outside Alabama state boundaries.

Becomes effective on the first day of the third month following passage and approval by the Governor.
