AL SB397

Renames the State Board of Education to the Alabama Commission on Elementary and Secondary Education and the State Superintendent of Education to the Secretary of Elementary and Secondary Education.

Changes commission membership from elected to appointed, with nine members appointed by the Governor (one from each congressional district) and subject to Senate confirmation.

Requires the Secretary of Elementary and Secondary Education to be appointed by the commission, subject to Senate confirmation, serving as a nonvoting member at the commission's pleasure.

Mandates commission adoption of course standards (in lieu of common core), educator certification, professional development, assessment, and accountability systems.

Authorizes the Governor to appoint a diverse advisory team of current and former educators and school administrators to consult with the commission on State Department of Education operations.

Requires voter approval at the statewide primary election on March 3, 2020.
