Governor shall appoint minority members to the Alabama Commission on Elementary and Secondary Education from lists of three nominees submitted by legislative minority caucuses: first position from House minority caucus, second from Senate minority caucus, and third or additional positions from joint House-Senate minority caucus submissions.

If the Governor rejects all nominees submitted for any position, the relevant minority caucus or caucuses must submit a new list of three nominees and repeat the process until a nominee is appointed.

Secretary of Elementary and Secondary Education must submit annual updates to the Senate and House Education Policy Committee chairs within the first five legislative days of each regular session beginning in 2021, detailing state education policy objectives and methods to improve K-12 academic achievement.

Act becomes effective immediately upon passage and Governor approval, contingent on ratification of a constitutional amendment proposed during the 2019 Regular Session that renames the State Board of Education as the Alabama Commission on Elementary and Secondary Education and establishes member appointment procedures.
