• Reorganizes water works boards with assets or customers in four or more counties effective July 1, 2019, changing board composition from six to seven members.

• Mayor appoints one member (four-year term) and municipal governing body appoints three members with staggered initial terms of two or four years; all must be municipality residents and water customers.

• Association of mayors in the authorizing county appoints three members residing outside municipality corporate limits, with one member limited to one three-year initial term and two members serving four-year initial terms.

• County commissions in counties with more than 5,000 water customers or major reservoirs each appoint one additional member with three-year initial terms, followed by four-year terms.

• Board members must have qualifications including college degrees, professional licenses, prior nonprofit board service, or water industry experience; members limited to two full terms and cannot receive compensation exceeding $1,000 per month; board must provide biennial ethics and governance training.
