SB8 Summary

• Increases the minimum population requirement for incorporated municipalities to establish a city board of education from 5,000 to 15,000 inhabitants.

• Requires the State Department of Education to determine whether a city is financially capable of sustaining a school system before establishment, including review of local per pupil expenditures and potential impacts on county school systems.

• Exempts cities that satisfied the previous 5,000 population requirement and executed a formal separation agreement with their county school system before this act's effective date.

• Requires financially capable cities establishing school systems to acquire or build their own school facilities, with the option to purchase existing county facilities at a mutually agreed price.

• Becomes effective immediately upon passage and gubernatorial approval or upon otherwise becoming law.
