• Authorizes the State Board of Health to establish EMS personnel licensure fees by rule, replacing the previous fixed fee structure of $10 for individual EMSPs and $25 for provider services.

• Requires EMS licenses for individuals to be valid for 24 calendar months and provider service licenses to be valid for no more than 12 calendar months.

• Establishes a fingerprint-based state and national criminal background check process for initial EMS licensure applicants, with costs paid by the applicant at time of licensure fee payment.

• Designates criminal background check results as privileged and non-public records, with unauthorized disclosure constituting a misdemeanor punishable by fines of $500-$10,000 and/or 30 days to one year imprisonment.

• Adds ground ambulance driver course requirements including the Emergency Vehicle Driver Course taught by Alabama Fire College as an approved option, alongside existing courses.
