Urges Congress to grant additional authority to the Federal Communications Commission (FCC) to combat unwanted robocalls and "call spoofing," where calls appear to originate from local legitimate numbers to deceive consumers

Identifies unwanted telephone calls as the most frequent complaint received by the FCC from consumers nationwide, including automated telemarketing calls delivering recorded messages

Notes that the federal Truth in Caller ID Act prohibits transmitting misleading or inaccurate caller ID information with intent to defraud or cause harm, but existing efforts require expansion

Urges the FCC to educate the public on how to report illegal telephone calls using all available means beyond social media and Internet outreach

Directs copies of the resolution be transmitted to the President, Congress, members of Alabama's Congressional Delegation, and the FCC Chairman and Commissioners
