SJR64 Summary

• Creates a Task Force to Study the Direct Shipment of Wine consisting of 9 members: wine manufacturers, distributors, retailers, shipping/delivery representatives, legislators from both chambers (including minority party members), and an Alcoholic Beverage Control Board representative.

• Task force shall examine other states' direct shipment laws, particularly those using a 3-tier regulatory system, and analyze how direct wine shipment would impact Alabama's existing regulatory structure and licensed businesses.

• Requires task force to hold a minimum of two public hearings to gather input from manufacturers, distributors, retailers, common carriers, and the general public.

• Legislative members receive regular compensation, per diem, and travel expenses in accordance with Alabama Constitutional Amendment 871.

• Task force must submit findings and legislative recommendations to the Legislature by December 1, 2020, and shall be dissolved upon submission of its report.
