Adds Section 36-25-13.1 to the Code of Alabama 1975 to create exceptions to the two-year cooling-off period that prohibits former public officials and employees from lobbying their former governmental body.

Allows a former public employee to resume employment with their former employer during the two-year cooling-off period, unless otherwise restricted or prohibited by law.

Permits a former public employee to accept employment with a different public employer and represent that new employer's interests before their former public employer during the two-year cooling-off period.

Becomes effective on the first day of the third month following passage and approval by the Governor.
