Amends Section 26-10A-30 of the Alabama Code to establish post-adoption visitation, contact, and communication rights known as "Caleb's Law."

Expands existing natural grandparent visitation rights when adoptee is adopted by stepparent, grandparent, sibling, aunt, or uncle to be maintained or granted at court's discretion if in the child's best interest.

Establishes post-adoption rights between adopted child and biological siblings when prospective adoptive parents agree in writing and the agreement is submitted to probate court.

Requires legal parents or guardians of biological siblings to consent to the agreement through an affidavit submitted to probate court.

Mandates probate court determination that sibling visitation, contact, or communication is in the best interest of the adoptive child before such rights may be granted.

Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
