Prohibits all governmental entities, including state agencies, political subdivisions, public institutions of higher education, local boards of education, and public schools from expending public funds to advocate for or against statewide and local ballot measures.

Bans specific activities including distribution of political literature and placement of signs, banners, markers, or political posters on government property intended to advocate for a specific voter position on ballot measures.

Permits governmental entities to provide neutral, factual information about ballot issues that does not advocate for a specific voter action.

Requires the Department of Examiners of Public Accounts to report any violations to the chairs of the Senate Finance and Taxation committees and House Ways and Means committees.

Allows governmental entities to continue making contributions or dues payments to trade associations in which they are members.

Becomes effective on the first day of the fourth month following passage and approval by the Governor.
