Proposes an amendment to Section 106 of the Alabama Constitution to allow notice of local bills to be published on the Internet as an alternative to newspaper publication.

Requires notice to be published for 28 consecutive days on a public Internet website or successor technology, unless the governing body determines a website would not provide adequate notice to the intended audience.

Preserves existing alternatives if Internet publication is declared insufficient by the affected county's governing body: publication at least once a week for four consecutive weeks in a newspaper, or posting at five different places in the county for four consecutive weeks.

Makes the amendment self-executing and requires no enabling legislation, with proof of notice to be exhibited to each house of the legislature and spread upon the journal.

Specifies that the amendment becomes valid upon approval by a majority of qualified electors voting in accordance with Sections 284, 285, and 287 of the Alabama Constitution.
