Prohibits individuals from transporting animals in the open platform of a flatbed truck on public highways unless the animal is secured in a cage that prevents falling, throwing, or jumping from the truck.

Defines "flatbed truck" as a motor vehicle with an open platform with sides lower than 12 inches attached to the vehicle's frame.

Defines "public highway" as a road, highway, or thoroughfare with two or more lanes used by the traveling public, excluding county or municipal roads.

Establishes penalties of up to $50 fine for a first offense and up to $200 for each subsequent offense.

Becomes effective on the first day of the third month following passage and approval by the Governor.
